    Duke of Norfolk makes presentation to Major Manners and inspects 'Specials' of the J Division.

    Location - somewhere in Britain.

    World War One. Opens with shot of a few men walking past the line of Specials; Sir Edward Henry, Commissioner of the Metropolis 1903 - 1918 is in top hat and morning coat; and ahead of him an Army man and some of the Special Constables leaders - including a very small guy with a big beard. Then a brief shot of part of the presentation; with the soldier (Manners?) being handed a large frame; then passing it to someone else.
