    East Challow, Near Wantage, Berkshire.

    People stand around a traditional Village water pump. A young boy is pumping but no water is forthcoming. A woman examines the pump and shakes her head at discovering no water, she and her friends walk off carrying empty buckets.

    A horse drawn water bowser brings a supply of water to the village square. People come out to get a supply.

    Mr H Parker, the village postman, describes the situation. Shots of people looking at water bowser.
