Red Army Day takes place annually on February 23rd, so we can assume filming date here is 23rd February 1953.
Seen in the background at 00:03 is the Brandenburg Gate.
The memorial they're marching towards is the "Sowjetisches Ehrenmal", behind which 2500 Russian soldiers are buried.
