Commentator explains that while this age group is not liable for military service, information about their occupational skill will be of great value in organising America's expanding war production. Mayor La Guardia of New York is seen signing on. More shots of men registering at a very busy centre.

    In Washington DC we see Mr Donald Nelson, War Production Chief, signing on in the Capitol Building. President Franklin D Roosevelt also signs on. We are told he wrote 'The People of the United States of America' as his employers.
