Documentation states Truman signs $five and a half billion bill to keep Marshall Plan aid flowing to western Europe.....At Le Havre an American freighter delivers Marshall Plan tractors....This is a matter of great importance to France, desperately short of agricultural equipment. A few weeks later a farmer named Joseph Corbet buys a new American tractor. He pays for it in French francs - valueless currency to the American manufacturer gets Marshall Plan dollars. The francs farmer Corbet pay goes into a European pool - called the Counterpart fund. This fund supervised by American officials is spent rebuilding the economies of western Europe.
